The ABS is undertaking a major business transformation program referred to as the Statistical Business Transformation Program (SBTP). This initiative addresses a significant risk to the production of critical official statistics. The business and supporting ICT investment is in the order of $250 million over five years, and will transform the ABS’s current business operating model from a large portfolio of aged, siloed, and inflexible processes and systems supporting individual collections into an enterprise wide business architecture based solution that addresses the digital age.
The program commenced in July 2015 and ABS quickly identified the need to increase Program and Project Management capability.
CAPDA was selected to provide ‘hands on’ Program and Project Management skills and experience whilst also developing, through skills transfer, the capability of ABS staff:
Program Manager and Coach
This role provides the lead technical Program Management capability in the Program and works with and coaches the ABS executive and Program Managers to build understanding and capability in Program Management, Change Management and related disciplines.
Program Office Management Coach
This role develops PMO standards and better practice with, and coaches, the Program Office staff to build their capability and expertise in Program Office Management and related disciplines.
Project Management Coach
This role develops Project Management standards and better practice with, and coaches, ABS Project Managers to build understanding and capability in Project Management and related disciplines. The role also provides some project assurance by ensure the coherence and consistency of the project environment.

Outcomes & Value Delivered
Together the team deliver a joined up cross program management capability that enables coherence and consistency whilst developing the client’s in house Program and Project Management, planning and scheduling skills and competencies. The team were able to assist the client prepare for and achieve a successful Gateway Review outcome and enhance delivery confidence amongst internal and external stakeholders by introducing better practice and standards in a short timeframe and improving the quantity and quality of delivery management information available to the program and the executive.
