Our Story

Headquartered in Canberra, and founded in 2011, we are an Australian small to medium enterprise (SME) that delivers best-in-class services Australia-wide, specialising in supporting Defence & wider Government as well as Business to Government clients.

Established by veterans with decades of experience serving  in Defence and Government. From day one, CAPDA has focused on enabling organisations to achieve their goals by helping them identify and build the required capacity, and to design, implement and realise the benefits of projects and programs efficiently and effectively.

We have a deep understanding of government processes, requirements and constraints. As well as providing our own professionals to assist the government to deliver capability, projects and programs, we offer services to Australian industry including assistance with access to government business opportunities.

Business Development Manager - Defence

Jarrod Adams is a dynamic and people-focused professional with over seven years at CAPDA, where he has contributed across all aspects of the business—from recruitment and office management to client engagement and operations. Over time, Jarrod has grown into his current role as Business Development Manager, leading CAPDA’s Defence portfolio and building strong relationships across government and industry.

Before joining CAPDA, Jarrod spent nine years with Flight Centre, including time working in Canada. He held leadership roles as a Senior Team Leader and Area Leader Assistant, managing teams and driving performance across multiple stores. His background in travel and hospitality, paired with an Advanced Diploma in Hotel Management, shaped his strong foundation in customer service, team leadership, and operational excellence.

Jarrod brings a unique blend of business insight, adaptability, and a genuine passion for connecting people with purpose—whether it’s building teams, supporting Defence programs, or helping clients achieve their goals.

Simon is an experienced Change, Program, Project Management and Program Assurance professional, with proven business/commercial, communication, leadership and team working skills within challenging and politically sensitive environments.

Simon brings exceptional business, commercial, communication, leadership and team working skills to challenging and politically sensitive environments. With a background in Program and Change Management within retail and corporate banking, combined with leadership roles in the public, not for profit and private sectors, Simon has proven flexibility and demonstrated his capability to deliver real and sustained change and performance improvements across a wide range of organisations and disciplines.

A strong strategic consultancy background combined with an operations management background and board level experience in the public, not for profit and private sectors. Simon has worked successfully at executive board level (as Chief Executive, Chief Operating Officer and Strategy/Program Director) across the UK public sector. Most notably Simon led, as the Interim Chief Operating Officer, the business turnaround of the failing government agency, the Rural Payments Agency, which had a turnover of £2.5bn and 4,500 staff. This demonstrated his significant business strategy, business and IT change, program, procurement, supplier management, contracting, negotiation and leadership skills, which he brings to his consulting and interim management work.

Simon is also an experienced Gateway Reviewer (the proven UK branded assurance methodology) in the UK and accredited in Australia. Simon has also consulted successfully in both Australia and Europe on strategy, program management, procurement, commercial negotiations, supplier management and contracting.

Simon is a genuine global worker having consulted successfully in the UK, Australia and mainland Europe. His subject matter expertise as been called upon to provide expert Program and Change Management evidence to both UK Parliament (Select Committees) and the Australian Senate.

Producing his ‘Review of the Events Surrounding the 2016 eCensus’ the author, Alistair MacGibbon (Special Adviser to the Prime Minister on Cyber Security), wrote of the earlier ‘Review of the 2016 Census ABS ICT capacity and capability’ written by a CAPDA Consulting team led by Simon the consultancy was “insightful of ABS culture and capability”.

David Smith
Director | Chief Security Officer

David is a highly experienced and hardworking Professional Consultant and Senior Project Manager with more than 20 years’ experience in the development and delivery of significant corporate projects and ICT services in commercial and government organisations including BHP Billiton, Rio Tinto, the Department of Defence, Compuware and Australian Customs and Border Force.

To date David has successfully managed and delivered on time and within budget small to large scale multifaceted commercial projects and technology-based projects up to $330m in a variety of fields including, information systems, operations, logistics and human resource management with team sizes of 2 to 200.

David has a solid record of success in developing and implementing strategic directions and excellent qualifications in the creation and implementation of elaborate technical solutions that facilitate cross-departmental information sharing. He has a demonstrated ability to use leadership and manage business fundamentals to achieve maximum efficiencies, business growth and profitability, superior service standards and stakeholder satisfaction translating their needs into business solutions and delivering effective and contemporary service delivery models. David specialises in the full lifecycle of highly complex business and ICT requirements, from initial high-level requirements through to delivery.

Greg Belford
Director | Company Secretary

Greg is a senior program and project management professional with strong leadership, analytical and communications skills. He specialises in “Capability Driven Acquisition”, leveraging significant experience gained through a long career in the public and private sectors delivering successful outcomes in a broad range of projects supporting business change, complex procurement, contracting and capability development. He is an accredited Department of Finance Gateway Reviewer, who brings this assurance skill into all of his project management activities.

Greg approaches projects strategically and has delivered a host of successful arrangements and solutions for industry and government environments. He has worked co-operatively across jurisdictions and in a variety of different cultures.

Versatility and adaptability are hallmarks of Greg’s professional approach. He is able to quickly identify key issues in any given situation and has used this skill to become a well-respected assurance leader. Dave
Dave Baker
Managing Director

Dave is results-oriented with extensive experience in public sector procurement, particularly in relation to major capital equipment and sustainment projects. Dave has multi-departmental experience at various levels and also experience as a major supplier to the Defence Materiel Organisation for one of the Australian Army’s largest ever projects.

Dave has operated at all levels across various organisations and has developed strong skills in leadership, staff and general management, stakeholder management and communications. Dave has a high level of experience in most areas of business including, project management, commercial management, financial management, governance and assurance, quality, risk management and human resource management. He is an excellent contract negotiator and project manager.

His career in major public sector procurements and sustainment now spans over 20 years, starting as a trainee Australian Public Service Officer in 1992. Dave is willing to adapt to the unique circumstances of the tasking and thrives on change.

He always challenges himself, is versatile and innovative in his approach to achieving the required outcomes.
